Dr. Brian Talbott, Chairman & President, SAS HALO
As Chairman of SAS HALO, Brian Talbott provides national leadership and governance oversight, guiding the company’s mission to partner with schools, service agencies, and education leaders to enhance campus safety and operational coordination.
As CEO Emeritus of the American Association of Educational Service Agencies (AESA), Brian led an organization representing 553 educational service agencies (ESAs) across 45 states. Through these agencies, AESA and its members support over 80% of the nation’s public school districts, 83% of private schools, and more than 80% of certified teachers. Collectively, ESAs manage annual budgets exceeding $15 billion, providing critical educational innovation and support services nationwide.
During his tenure, AESA ensured that ESAs’ policy priorities were represented at state and federal levels, influencing key education legislation and policy decisions that strengthened public education systems and the communities they serve.
Brian also served as Chairman and Board Member of the FCC’s Universal Service Administration Corporation (USAC), where he helped lead the E-Rate program, connecting schools and libraries across the United States to high-speed internet and digital resources. Under his leadership, USAC provided more than $220 billion in matching funds, ensuring equitable access to information and technology for millions of students and educators.
His lifelong dedication to public education, advocacy, and connectivity continues to guide SAS HALO’s mission—unifying advanced technology with trusted leadership to make schools safer and more resilient.

Thomas J. Lapping – Chief Executive Officer, SAS HALO
As Chief Executive Officer of SAS HALO, Thomas J. Lapping provides the strategic leadership and vision that drive the company’s mission to transform school safety through innovation, technology, and trusted partnerships. With more than 30 years of leadership in management, technology, and education, Tom has built a career focused on empowering schools with secure, scalable, and future-ready solutions.
He founded JDL Technologies in 1989, developing over 5,000 IP networks for K–20 institutions nationwide before merging with Communications Systems, Inc. (NASDAQ: JCS) in 1998. Recognized by eSchool News as one of the 30 Most Influential Leaders in Educational Technology—alongside Bill Gates and Michael Dell—Tom has continuously shaped how schools connect, communicate, and deliver secure learning environments.
As founder of JDL Horizons, Tom created Eduvision, an award-winning platform for safe video delivery and educator-driven content management, adopted by major districts such as Miami-Dade, Clark County, and Broward County Public Schools.
At SAS HALO, Tom’s vision unites early threat detection, location discovery, and unified command into one integrated platform. His guiding principle—“creating the time advantage that saves lives”—defines SAS HALO’s mission: helping schools turn awareness into action before danger reaches the door.

Pat Blew – Chief Financial Officer, SAS HALO
Pat Blew, Chief Financial Officer of SAS HALO, brings extensive experience in finance, operations, and real estate development to the leadership team. He oversees financial strategy, planning, and resource allocation as SAS HALO scales its national safety technology deployment.
Before joining SAS HALO, Pat served as Chief Financial Officer for Dimensional Learning Solutions, where he directed fiscal management and strategic planning for education technology initiatives. Prior to his work in education, he was President of Cabear Corporation, developing real estate for his own account while providing advisory and development services to private companies, banks, and government regulators. His expertise in land-use analysis and institutional recovery led to numerous large-scale development successes.
Among his notable projects are Sea Mountain, a 434-acre development on the island of Hawaii; the Port of Los Angeles Business Center, an 87-acre project adjacent to the port; the CBB Carson Building, a 97,000-square-foot facility on 10 acres in Carson, California; Potomac Station, a 612-acre parcel in Leesburg, Virginia; and Warhill, an 880-acre property in Williamsburg, Virginia, zoned for a golf course, 1,368 homes, and 500,000 square feet of mixed-use commercial space.
Pat’s combination of financial discipline, operational leadership, and strategic foresight strengthens SAS HALO’s capacity to deliver scalable, sustainable safety solutions nationwide.

Mike Soules – Chief Operating Officer, SAS HALO
Mike Soules is an accomplished education and publishing executive with over three decades of leadership experience driving innovation, growth, and meaningful impact across K–12, higher education, and educational technology. As President of Corwin and Executive Vice President of Sage Publishing, Mike transformed Corwin into a global leader in professional learning—scaling revenue more than fourfold while expanding the company’s reach through evidence-based programs such as Visible Learning.
Throughout his career, Mike has held pioneering roles at Laureate Education, Teachscape, and Channel One, where he helped shape groundbreaking initiatives in online learning, teacher development, and educational media. His ability to bridge technology, publishing, and pedagogy has positioned him as a key leader in transforming how schools and educators access effective professional learning and innovation.
Today, Mike serves as Chief Operating Officer of SAS HALO, a next-generation school safety company unifying early threat detection, real-time communication, and coordinated response across the K–12 landscape. He also advises education technology firms, non-profits, and global organizations on strategy, market expansion, and sustainable growth—continuing his lifelong mission to advance education and empower those who serve students every day.

Pamela Lloyd, Ph.D. – Chief Strategy Officer, SAS HALO
Dr. Pamela Lloyd serves as Chief Strategy Officer for SAS HALO, bringing more than three decades of leadership in education, organizational development, and systemic improvement to her role. A seasoned executive and strategist, she guides SAS HALO’s vision for innovation, partnership, and implementation across the education and public safety sectors.
Dr. Lloyd’s career has been dedicated to advancing student success, educator empowerment, and equitable access to safe learning environments. She has held senior leadership roles in K–12 systems, higher education, and state-level education agencies, where she directed large-scale initiatives in school improvement, strategic planning, and data-driven accountability. Her work has helped districts and state departments align instructional goals, professional learning, and operational systems to improve student outcomes and institutional performance.
As Chief Strategy Officer at SAS HALO, Dr. Lloyd oversees the company’s integration of education strategy with advanced safety technology. She leads engagement with state agencies, education service centers, and district leaders to ensure SAS HALO’s platform aligns with policy, compliance, and school improvement frameworks nationwide. Her ability to connect data-informed decision-making with real-world practice bridges the gap between innovation and implementation, ensuring that technology solutions empower—not overwhelm—educators and administrators.
Dr. Lloyd holds a Ph.D. in Educational Leadership and Organizational Change, reflecting her lifelong commitment to research-based transformation in education. Her strategic insights and leadership continue to shape SAS HALO’s mission to create safer, smarter, and more connected learning communities.
